Who should be empowered?

What is needed?

A revision and reconsideration is needed on the government's policy in budget allocation, i.e. the category of people to which the funds are aimed to. Means, there is one fundamental thing that is misunderstood or lacking on in the vision of any policy maker India. In any given capitalistic economy, empowerment of the citizenry who are both consumers and producers (farmers-in India), or any other sector of people who form the majority in that economy, only will raise the overall standard. The funds should be aimed to the workers and producers who are striving and not businessmen who are flourishing already. Because a grown businessman knows the way, either the good one or bad one, to keep his enterprise going on.

What is happening?

I don't find why the national level policy makers couldn't understand this simple economic logic of giving strength to buyers eventually becoming a benifiting one for sellers also. This, especially in India, means allocating more share of money to farmers, to plans that improvises farming and to the easy bringing out of farm products "by farmers". Consider this:
A farmer, capable of getting more profit out of his land, would eventually become capable of buying his life needs at the lap of luxury. Any real economist will discover the flow of money here taking place from the farmer to the supplier of goods to him and in turn to the producer. The concern and worry of the Indian government about the ease of a foreign business corporation in doing multi-crore businesses here rather than thousands and millions of struggling normal vendors and farmers is really surprising. There is an argument that foreign direct investment (FDI) gives employment to people here and foreign exchange to the government. While the latter one being true to some extent, the former point cannot be accepted. Give power to the farmer and the rest will be powered automatically. The most aggravating thing is the helping hand extended to the MNCs by the regime in the acquisition of lands. Cannot an MNC, thriving in crores and crores of money, be able to negotiate with a land owner (mostly a farmer in India!) on the toll of that ground? 
What the f*** the governments so far been f***ing in this issue?
All they have been doing is this: The price which the 'legal' authority gives to a land owner as a compensation is the government-registered document value of that land and the government fixed value of any land fit for construction of an industry is always a lot lower than the current market price.

What is underlying? 

Shouldn't I state this but the reality is the dirty politics played out here for money. And the game has so far been well played out by our prestigious elected representatives. There have been strong opposition to some land acquisitions here and there but not widespread and unified for to produce a BIG effect. The continued struggles right from the inauguration and final operating stage by the Bengal people for the Tata factory has resulted in the shifting of the factory. What for a car producing unit has to be allocated thousand of acres? This incident reveals the under-happening events there for money. These all make me angry coz the agricultural production is already dwindling and the production is too not of desired quality. A scarce percentage of top class products are exported. So the people here have to live eating the fallen leaves and adulterated contents? Even the industrialist conuntries are careful in their food issues. Take US, they have patented the Basmathi, Turmeric to stop researchers around the world except the Americans to research it. Remember the stated crops are of origin in India and have been traditionally grown here by the Indians but the Indian government can just watch it. This has resulted in buying out own seeds from a foreign MNC every time.

Final 

There is no conclusion here and all I can say is that if we are not unified enough to produce a revolution against the policies of our government, especially the budgetting cadre, we should be ready to lose our fertile agri lands to a foreign MNC for an unworthy amount.. Ready to vacate to unknown cities or stay proud in the home?
